Man detained by ICE dies in custody as people continue to slam the scheme

It has been revealed a man has died at an Immigration and Customs Enforcement (ICE) facility.

Controversy continues to grow as people are being rounded up and taken to facilities, with many protesting about heavy-handed tactics employed by ICE staff.

The man, Huabing Xie, was said to be an undocumented immigrant from the People's Republic of China.

He 'experienced what appeared to be a seizure' at the Imperial Regional Detention Facility in Calexico on September 29, before being transferred to the El Centro Regional Medical Center.

ICE says the man became unresponsive at around 2.13pm, and CPR was performed by staff at the detention center.

They also used an external defibrillator while waiting for emergency medics to arrive, and he was pronounced dead at the hospital.

Xie's death follows that of Ismael Ayala-Uribe, 39, of Mexico, who passed away on September 22, at the Victor Valley Global Medical Center in Victorville.

Ayala-Uribe's cause of death is still under investigation.

Xie was originally apprehended near Tecate, California, on December 31, 2023

He was ordered to appear before the Department of Justice's Executive Office for Immigration Review, but was released on order of recognizance the same day.

The order of recognizance grants parole and releases a person from detention and allows them to remain in the US temporarily but under specific conditions.

These conditions can include reporting to an ICE field office and obtaining permission before moving to a new location.

Border Patrol arrested Xie again on September 12 in Indio, California, before being transferred to ICE custody.

Fourteen people have died while in detention with ICE since the start of Trump's latest term.

ICE informed the Department of Homeland Security's Office of Inspector General, ICE's Office of Professional Responsibility, and the Chinese consulate of Xie's death.

A statement was released from ICE, saying: "ICE remains dedicated to ensuring that everyone in its custody resides in safe, secure, and humane environments. Comprehensive medical care is provided from the moment individuals arrive and throughout their entire stay.

"All people in ICE custody receive medical, dental, and mental health intake screening within 12 hours of arriving at each detention facility; a full health assessment within 14 days of entering ICE custody or arrival at a facility; access to scheduled medical appointments, and 24-hour emergency care. At no point during ICE detention is an alien denied urgent care.

"Reports of in-custody deaths are posted on the ICE website within two business days, and additional details are made public within 90 days."
